Covid19 Emergency Measures to Support MSMEs, The Payong App

The “COVID-19 Emergency Measures to Support MSMEs” project – supported bythe Regulatory Framework Promotion of Pro-poor Insurance Markets in Asia (RFPI Asia programme – was aimed to increase the adaptive capacity and ensure business continuity of MSMEs affected by disasters and pandemics, including distributing protective clothing, relief supplies and materials for MSME employees and their families, as well as to implement capacity building initiatives. These measures are intended to strengthen crisis management in dealing with exogenous shocks and, thus, the resilience of MSMEs.

Among the capacity building initiatives, a tool to provide users with a comprehensive risk management system, the Payong App, was developed and launched in May 2021. is a web and mobile-based App for MSMEs aimed to provide risk assessment, a learning system offering e-learning modules, and risk transfer (insurance) solutions. It is a joint collaboration between the Philippine Department of Trade and Industry (DTI), the Philippine Trade Training Center (PTTC), the Philippine Disaster Resilience Foundation (PDRF), the Cebuana Lhuillier Foundation Inc. (CLFI), members of the local insurance industry and the German Development Cooperation agency, GIZ.
